    Users are experiencing issues with staging new Cloud Foundry applications or with restaging/scaling-out existing ones in the Germany public region.
    Accessing running applications is impacted as well.

    The operations team is actively investigating the issues.

    UPDATE-1 2017-10-23 at 19:30 UTC: Cloud Foundry applications management by webconsole and bluemix / cf cli is impacted.
    Customers' running applications are confirmed to be not affected.
    But running applications that may crash during the outage won't be restarted.

    UPDATE-2 2017-10-23 at 21:45 UTC: the problem has been successfully resolved as of 21:25 UTC. The operations team is now monitoring the systems to continue to ensure stability.
